What this list is, and what it is not
On September 24, 2025, CARB posted a spreadsheet titled "Preliminary List of Reporting/Covered Entities". CARB says it was prepared to support development of the fee regulation, that staff used California Secretary of State data as a master list of entities doing business in California, that this dataset included only active filings through March 2022 and may be missing companies, and that staff matched company names partially across datasets because there is no universal unique identifier. CARB also says the list does not reflect potential exemptions discussed at its August 21 workshop.
CARB states plainly that each potentially regulated entity remains responsible for compliance with the statutory requirements, whether or not it was included in staff's preliminary list or outreach. In other words, the list is not dispositive: being on it does not mean a company must report, and being absent from it does not mean a company is out of scope. This page is not legal, accounting or regulatory advice.
The file contains 4,160 rows, which work out to 3,127 entities once duplicate entries are grouped: 2,055 appear under both SB 261 and SB 253, and 1,072 appear under SB 261 only. We keep every CARB row exactly as published, including duplicates and inconsistencies, and show them under each result.
For what the laws themselves say, read our SB 253 overview, the SB 261 overview and SB 253 vs SB 261, and follow dated CARB activity in the SB 253 tracker. Always check CARB's own resources page for the current file before relying on anything here.
Questions about the list
- What is CARB's preliminary list?
- A spreadsheet the California Air Resources Board posted on September 24, 2025 showing entities it identified as potentially covered by SB 253 and SB 261. CARB says it was built to support development of the fee regulation, using California Secretary of State data covering active filings through March 2022 and partial name matching between datasets.
- Does appearing on the list mean my company has to report?
- No. The list is not a determination that a company must report. CARB states that each potentially regulated entity remains responsible for compliance with the statutory requirements, whether or not it appears on the list. Whether a law applies turns on the statute and CARB's regulation, not on this spreadsheet.
- My company is not on the list. Are we in the clear?
- No. CARB says the dataset it used may be missing companies, and many well-known companies do not appear. Not being listed is not an exemption, and companies are responsible for determining their own scope. Ask qualified counsel if you are unsure.
- Why does the same company appear more than once?
- CARB's file repeats some entities, sometimes with different coverage values for the same entity number. We group identical entries under one result and show every original CARB row underneath, unchanged.
- What is the difference between SB 253 and SB 261?
- SB 253 is California's Climate Corporate Data Accountability Act, covering greenhouse gas emissions reporting. SB 261 covers climate-related financial risk reports. CARB's list marks each entry as appearing under SB 261 only, or under both SB 261 and SB 253.
- Is this list official?
- The underlying file is CARB's and is linked on every result. This lookup is an independent tool from SB253 Vendors, which is not affiliated with CARB or the State of California, and nothing here is legal, accounting or regulatory advice.
